Visa and migration registration

Because of the fact that Russian legal system ( ) provides for the need for migration registration of all foreign citizens and stateless persons arrivingon the territory of the Russian Federation, the established rules for entry into the territory of the Russian Federation, registration and departure necessarily apply to all foreign citizens arriving to study at our university both through visa and visa-free entry.

All questions that regard of migration registration are supervised by and are determined by the Rules of implementation of migration registration in the Russian Federation of foreign citizens studying at Ƶ.

All applicants who have entered the full-time or part-time forms of study must contact the Department of registration and visa before their intended entry into the Russian Federation to agree on the date of arrival and explain the rules for entry into the Russian Federation. All foreign citizens who arrive in the Russian Federation for studying when crossing the border of the Russian Federation indicate the purpose of entry study in the migration card. Within 2 working days after arrival, a foreign citizen must register for migration at the place of stay (apartment, hotel) and immediately contact the Department of registration and visa and inform about his arrival and location in Saint-Petersburg. Students who wish to live in a dormitory and have reserved a place in a dormitory (when entering the university), within 2 working days, must immediately appear in person at the Department of registration and visa of the university and submit the following documents for migration registration in the Russian Federation:

  • Application form;
  • Migration card (except citizens from the Republic of Belarus);
  • Contract for the provision of educational services concluded with the university (for students on a paid basis);
  • Direction of the Ministry of Education and Science of the Russian Federation (for students in areas under international agreements);
  • For those who want to live in a dormitory - a certificate of residence. The certificate is obtained from the commandant of the dormitory at the time of check-in or at the university in office 147 (18, Bolshaya Morskaya st.) when submitting documents for registration in the Department of registration and visas;
  • Travel documents confirming arrival in Saint-Petersburg (for persons who arrived in Russia via Moscow or other cities);
  • Registration at a private address (valid migration registration with a period of at least 20 days before the end) – in case of contacting the department later than 2 working days after crossing the border of the Russian Federation;
  • Medical insurance policy VMI, necessary for foreign citizens who are in the territory of the Russian Federation. The policy can be issued when submitting documents for migration registration in the Department of registration and visa.

Rules for issuing a student visa for entering the territory of the Russian Federation:

Foreign citizens of visa-requiring countries (including Abkhazia) before starting a training in Ƶ (for programs of high education and secondary vocational education and for academic mobility programs) must get corresponding student invitation for entering the Russian Federation. To get this invitation applicant (student of foreign partner university) must contact (personally or by e-mail) with and submit the following documents:

  • application
  • copy of pages with personal particulars of valid passport (with which foreign citizen is going to pass a student visa. Period of validity must be at least 1.5 years from the expected date of the entry in the Russian Federation)

The Department of registration and visa will send a ready invitation by e-mail to the applicant (student of foreign partner university).

After getting an official student invitation for entering in Russian Federation it is necessary to apply to Embassy or Consulate of the Russian Federation in the country of staying of foreign citizen and apply for a student visa.

Due to the fact that foreign citizens who entered the territory of the Russian Federation for a different purpose (tourism, private visit, business purposes and others) by other invitations and visas, are not subject to admission in Ƶ and cannot be admitted to the educational process, as well as due to the fact that the rules and deadlines for issuing student visas in different countries are different, it is necessary to familiarize yourself with them in advance and also to contact the Department of registration and visas for an invitation in advance (at least 3 months before the start of classes).

Foreign citizens who have the citizenship of the following countries: Republic of Armenia, Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyzstan, Republic of Moldova, Republic of Tajikistan, Uzbekistan, Ukraine and want to study in our university in higher educational programs and secondary vocational educational programs can do it without getting a special student invitation and appropriate study visa on the basis of the existing interstate agreements on the right of visa-free entry to the territory of the Russian Federation and in accordance with the .

Foreign citizens of the these countries who want to study in our university by one of the academic mobility programs (including study, internship, etc.) can take part in that kind of program after getting a special invitation from the university.

Migration registration (extension of the period of temporary stay) of full-time and part-time students is issued for the duration of the visa (for those who arrive from the countries of “visa entry”) and for a period of one year (for those who arrive from the countries of “visa-free entry”) with the following extension. For correspondence students, migration registration is issued only for the duration of the examination session (if they live in a dormitory).

If foreign citizen also has Russian citizenship - in the territory of the Russian Federation, according to the current legislation, this citizen is considered only as a citizen of the Russian Federation! Entry to the Russian Federation must be carried out with a Russian passport. After entering Russia for studying, you must inform the Department of registration and visa about your Russian citizenship.
