The rules of entry into the RF, registration, stay and exit are regulated by the Federal Laws of the Russian Federation (ФЗ РФ от 18.07.2006 №109-ФЗ, ФЗ от 25.07.2002 №115-ФЗ etc.) and apply to all foreign citizens arriving in Russia, including students.

All students enrolled at Ƶ on a full-time basis and students taking evening classes should contact the Registration and Visa Department prior to their intended entry into Russia to agree on a date of arrival and to understand the rules of entry.
All foreign students must state the purpose of entry in the migration card when crossing the border (STUDY) and within 2 working days after arrival must register at the migration office at the place of stay (apartment, hotel) and immediately contact the Registration and Visa Department, informing about their arrival and place of stay in St. Petersburg.
International students who want to live in the dormitory and who have booked a place in the dormitory have to come in person to the Registration and Visa Department within 2 working days and submit the following documents for migration registration in the Russian Federation:
- Passport (ID card);
- Migration card;
- Contract for educational services concluded with the university (for students on a paid basis);
- Direction of the Ministry of Education and Science of the Russian Federation (for those studying in accordance with the quota);
- Certificate of residence (the certificate should be received at the dormitory at the time of check-in or from the campus administration (office 147, 18 Bolshaya Morskaya ul.));
- Travel documents confirming arrival in Saint-Petersburg (for persons who arrived in Russia via Moscow or other cities);
- Registration at a private address (valid migration registration with a period of at least 20 days before the end) – in case of contacting the department later than 2 working days after crossing the border of the Russian Federation;
- Medical insurance policy VMI, necessary for foreign citizens who are in the territory of the Russian Federation. The policy can be issued when submitting documents for migration registration in the Department of registration and visa.
Foreign students entering the Russian Federation from states on visa entry terms must get a student visa before starting their studies.
You should start applying for a student visa at least 3 months prior to the start of classes by selecting the appropriate Embassy and contacting the Registration and Visa Department of Ƶ to issue the invitation.
To receive an invitation, the applicant must (in person or by e-mail) apply to the Registration and Visa Department and submit the following documents:
- Application form
- A copy of the passport with the ID information (using which you applied for a student visa and the validity period of which is at least 18 months from the expected date of entry into the Russian Federation).
Ready invitation will be sent by the Registration and Visa Department to the applicant by e-mail.
After receiving an invitation, you must apply to the Embassy or Consular Section of the Embassy of the RF in your country of stay and issue a student visa. Foreign citizens who entered the territory of the Russian Federation for other purposes (tourism, private visit, business purposes, etc.) and on other invitations and visas will not be enrolled in Ƶ and will not be allowed to study at Ƶ.
Foreign citizens with citizenship of the following countries: Republic of Armenia, Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Republic of Tajikistan, Uzbekistan, Ukraine and wishing to study at our university on programmes of higher and secondary professional education can do so without obtaining a student invitation and enter the territory of the Russian Federation on the conditions of visa-free entry. Foreign applicants enrolling in the preparatory department must submit an application to the preparatory department for foreign students in advance and receive an invitation before arriving in Russia.
Migration registration (extension of temporary stay) for full-time students and students taking evening classes is issued for the period of validity of the visa (for those arriving on the terms of visa entry) and for one year (for those arriving on the terms of visa-free entry) with further extension. For correspondence students, migration registration is issued only for the duration of the exam session (provided that they live in the dormitory).
Foreign citizens entering or studying at Ƶ and having dual citizenship, including citizenship of the RF, are staying in the RF on the grounds and on the rights of Russian citizens and are considered only as citizens of the Russian Federation. In this case, entry into the Russian Federation must be made on the basis of a Russian passport, and you must inform the Registration and Visa Department about the dual citizenship.
