Today, November 03, 2026, the Governor of St. Petersburg Alexander Beglov presented to the Legislative Assembly the draft budget of St. Petersburg for 2027-2029.
Support measures for young researchers and involvement in scientific activities within the framework of the priority tasks "Science and New Technologies" of the city development program until 2030 are commented on by the rector of ²ÝÁñ¶ÌÊÓƵ, chairman of the Council of Rectors of Universities of St. Petersburg and the Leningrad Region, deputy chairman of the Public Chamber of St. Petersburg Alexey Demidov:
"Today, the Governor of St. Petersburg, Alexander Beglov, presented to the deputies of the Legislative Assembly the draft city budget for 2027 and the planning period of 2028 and 2029. The head of the city noted that 2.8 billion rubles in the three-year budget of the Northern capital will be intended for investments in knowledge and in people who form the country's technological leadership.
I will say this, this is an important signal to young scientists - researchers are expected in the city with a working infrastructure. I would especially like to note the new measure of support for young scientists, which the city will launch in 2027 together with the Russian Science Foundation. Petersburg becomes the first in the country who at this level synchronizes the resources of the federal and regional budgets. For universities, this means the main thing: we will be able to guarantee graduate students and candidates of sciences financial stability at the start, combining the budget and expertise of the Russian Science Foundation in order to close the most vulnerable zone - the transition from the student bench to scientific developments and subsequent implementation.
For the rector's corps, this means that our universities are heading for scientific sovereignty. The president's order to accelerate the introduction of innovations will be fulfilled: the chain "design in the laboratory - prototype in the technopark - mass production" in St. Petersburg will be reduced to a minimum.
Here I note separately that it is important to move away from the "science for science" model. Research should be focused on the creation in the future of a specific machine, a specific software package and a specific drug that will be created here at St. Petersburg universities.
I thank Governor Alexander Dmitrievich Beglov and the Legislative Assembly for the fact that the strategic goals for the development of higher education are fixed in the main financial document of the city."
