The Department for Coordinating the Activities of Educational Organizations informs foreign citizens planning to study and studying in Russian educational (scientific) organizations about the possibility of obtaining a temporary residence permit in the Russian Federation for the purpose of education.

From January 01, 2023, foreign citizens who are studying in a state educational or state scientific organization full-time under bachelor's degree, specialty, master's degree, residency, internship, with state accreditation, or under the program of training of scientific and scientific-pedagogical personnel in graduate school (adjunct) in a state educational or state scientific organization, The opportunity has been given to apply for a temporary residence permit for the purpose of obtaining education in accordance with Article 6.2 of the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation".

A temporary residence permit for the period of study (TRPS) is issued for the period of mastering the training program and the next one hundred and eighty calendar days after the end of the training period, with a positive decision on the issuance of TRPS, an appropriate stamp is affixed to the passport of a foreign citizen.

The documents for the issuance of the TRPS are submitted by a foreign citizen personally or through the Unified Portal of state and Municipal Services to the migration department, on the territory of which the training takes place.

Provides foreign students and postgraduates with a number of advantages:

• if a foreign citizen arrived on a visa basis, he will be issued a multiple-entry visa for the duration of the TRPS;
• there is no obligation to submit an annual notification of confirmation of residence in the Russian Federation, unlike other modes of residence in the Russian Federation;
• a student (graduate student) who has received an TRPS will be able to stay in the Russian Federation for the entire period of study, and after completing his studies for another six months, during which it is possible to apply for a
• residence permit without leaving the Russian Federation;
• the opportunity to apply for a residence permit is also provided for three years after completion of training without obtaining a temporary residence permit;
• proof of proficiency in the Russian language, knowledge of the history and fundamentals of the legislation of the Russian Federation is not required.

Upon transition to full-time or part-time education or early termination of training in a state educational (scientific) organization, the TRPS is canceled.

After the cancellation of the TRPS, if there are grounds, a foreign citizen has the right to re-apply for the issuance of the TRPS without observing the deadline provided for in paragraph 6 of Article 6 of the Federal Law (not earlier than one year from the date of rejection of his previous application for the issuance of the TRPS or cancellation of the previously issued TRPS).
